Summary of the contracting process

Herefordshire Council is exploring a future integrated drug and alcohol recovery service across Herefordshire. The service is intended for children and young people aged 11–17, young adults aged 18–24 and adults aged 25 and over. Its planned scope spans prevention, early intervention, harm reduction, structured treatment, prescribing interventions, recovery support and criminal justice pathways. It is also intended to support people with co-occurring mental health and substance use needs, people experiencing homelessness or rough sleeping, people facing multiple disadvantage, and people involved with the criminal justice system. This is a health and social care service, with delivery across Herefordshire.

The process is at preliminary market engagement and planning stage: the Council has issued a Request for Information to inform its commissioning intentions, service design and approach to a possible procurement. This is not an invitation to tender or a competition. The Council expects to use a competitive process if it proceeds. RFI responses were due by 12:00 on 13 November 2026. A further notice is expected around 31 March 2027. A new contract is anticipated to start in April 2028. The Council is considering a term of up to five years, with an option to extend for up to a further two years. The contract term is not settled. No contract value is stated. The service specification is still being developed.

This engagement is relevant to organisations with expertise and experience in drug and alcohol recovery services, including providers able to work across age groups and deliver prevention, treatment, prescribing, harm reduction and recovery support. Experience supporting people with complex needs—including co-occurring mental health and substance use needs, homelessness, multiple disadvantage and criminal justice involvement—will be relevant to shaping a service that meets the stated scope. The Council is seeking insight into available delivery models, innovative approaches, market capacity and supplier interest. Providers can use their operational experience to inform the future service design and the Council’s procurement approach. The scale spans children, young adults and adults across Herefordshire.
