Summary of the contracting process

Dudley Metropolitan Borough Council is seeking a contractor to receive and dispose of fly-tipped waste and construction and demolition waste generated by its Housing Maintenance, Streetscene and Highways operations. The service includes providing skips in a range of sizes for different waste streams and delivering them to sites across the borough, with additional ad hoc support as needed. Dudley Council vehicles will take waste to the contractor’s tipping facility. The waste site must be within 10 kilometres of the Council’s Lister Road depot in Dudley. This is a waste disposal and skip hire service supporting the Council’s day-to-day work and its aim of providing a reliable service to the community.

The Council invited offers through a single-stage open procedure. The contract covers one lot, with tenders assessed on quality (55%) and price (45%). The estimated value is £2.6 million excluding VAT (£3.12 million including VAT). The contract period is 1 April 2027 to 31 March 2029, with a two-year renewal option and a maximum possible end date of 31 March 2031. Questions were due by 13 November 2026 at 13:00, and tenders by 23 November 2026 at 13:00. The expected award decision date was 29 January 2027. The Council’s stated minimum requirement is a waste site within the specified radius of its Lister Road depot; tenders failing that requirement are excluded from further evaluation.

This requirement suits waste management and skip hire operators with an authorised tipping facility close to Dudley and the operational capacity to accept waste delivered by Council vehicles. Suppliers need to handle both fly-tipped waste and construction and demolition waste, and provide skips in different sizes for different waste streams. The service must support activity across multiple Council teams and locations, including occasional ad hoc requirements, so bidders should be equipped to respond reliably to varied operational demand. The 10-kilometre site restriction makes local facility location a decisive qualification rather than a general advantage. The quality weighting means bidders should demonstrate how their disposal and skip provision will meet the Council’s needs, alongside competitive pricing.
