Summary of the contracting process

Hartlepool Borough Council is buying a perinatal mental health and parent–infant relationship support service for families in Hartlepool. The service is for parents with mild to moderate mental health needs, or who may be vulnerable to perinatal mental health issues, and will support families individually and in groups from pregnancy until the child’s second birthday. It is health and social care work (CPV 85000000). The provider will help families build confidence, resilience and social connections, and develop strategies to manage their wellbeing. The service is expected to work alongside maternity services, health visiting teams and Best Start Family Hubs, and to reduce barriers to accessing support.

The council invited offers through a below-threshold open competition. The procurement is at the tender stage. The submission deadline set by the buyer was 18 November 2026 at 14:00 UTC. The contract period is 1 April 2027 to 31 March 2029. The stated gross contract value is £200,000. The procurement is one lot. Offers are evaluated on quality (70%), price (20%) and social value (10%).

This requirement is suited to providers with experience and skills in assessing and supporting mothers and fathers, including non-biological stepparents and same-sex partners, where mild to moderate mental or emotional health needs are present or there is a risk of them developing. Providers need the ability to improve parents’ and babies’ health and wellbeing and strengthen parent–infant relationships. Delivery requires individual and group support for families across the perinatal period, with the capacity to work collaboratively with maternity services, health visiting teams and Best Start Family Hubs. The service also calls for practical approaches that help families build resilience, confidence, social connections and self-management strategies. Small and medium-sized businesses and voluntary, community and social enterprises are considered suitable to deliver the work.
