Summary of the contracting process

The London Borough of Hillingdon is buying supply and installation of replacement communal laundry equipment across 11 sheltered housing sites in Hillingdon. The work covers 25 washing machines and 18 tumble dryers, including removal and disposal of existing units, service isolations and reconnections, testing, commissioning, certification and user demonstrations. Contractors must check and certify electrical isolators, service water valves and dryer ventilation, replacing flexible duct with rigid duct and repairing or replacing external vents as needed. The scope also includes relocating up to seven existing machines within the borough, user instruction posters, machine spares lists and operation and maintenance manuals, plus alterations to plinths and making good after installation. Equipment must be installed in single rows, not stacked.

The buyer invited offers through an open competition for one lot. The enquiry deadline was 20 November 2026 at 12:00 and the submission deadline was 24 November 2026 at 12:00. The contract period is 1 January to 1 June 2027. The estimated value is £100,000 excluding VAT (£120,000 including VAT). Evaluation is weighted equally between quality and price, at 50% each. The competition is reserved for small and medium-sized enterprises and voluntary, community or social enterprises located in the United Kingdom. The awarded supplier must provide at least a 12-month warranty for all machines and six-monthly servicing during the initial 12 months.

This requirement suits a supplier able to source commercial communal washers and tumble dryers, install them safely across multiple sheltered housing sites, and deliver associated electrical, plumbing and ventilation work. Relevant experience should include isolating and reconnecting services, testing and certification, commissioning equipment and demonstrating its use. The contractor will need to inspect and maintain existing infrastructure, manage removal and disposal, and coordinate any relocation of retained machines between schemes in Hillingdon. Capability to modify plinths, make good finishes, provide user guidance and produce machine-specific spares lists and operation and maintenance manuals is also required. The supplier must support the equipment with a minimum 12-month warranty and servicing every six months in that initial period, while meeting applicable manufacturer, industry and safety standards, including BS7671 for electrical isolators and the Equality Act 2010.
