Summary of the contracting process

Watford Borough Council is procuring building refurbishment works at the Stables, a locally listed heritage building within Woodside Playing Fields in Watford. The building houses multi-sport changing rooms. The work is intended to address defects identified in a 2025 condition survey, including repairs and improvements to windows, doors, gutters, the roof, soffits and fascias, internal floors and timber, decoration, sanitaryware, toilets and local ventilation. The scope also includes converting an existing toilet into an accessible toilet and providing an external access ramp. The requirement is refurbishment of a heritage building and sports changing facilities; the listed building context and the mix of fabric repairs and accessibility improvements are central to the work.

The council invited tenders through an open competition. The enquiry deadline set was 11 November 2026 at 17:00, and bids were due by 20 November 2026 at 13:00. The contract period is 1 December 2026 to 31 January 2027, with an option to extend by one month, to 28 February 2027. The estimated value is £320,000 excluding VAT (£384,000 including VAT). This is a single-lot procurement, with no division into separate lots. Evaluation gives price a 60% weighting and quality 40%.

This opportunity is suitable for small and medium-sized businesses. It is likely to suit building refurbishment contractors with the capability to repair and improve roofs, rainwater goods, windows, doors, internal floors and timber, and to undertake internal finishing and sanitary work. Suppliers should be able to deliver improvements to toilets and ventilation, including an accessible toilet conversion and external ramp, while working on a locally listed heritage building. The combined scope calls for a contractor able to coordinate varied building-fabric and facilities tasks within a short delivery period. The works are at a sports changing facility in a public playing field, so relevant experience delivering refurbishment in an operational or community-use setting may be useful to demonstrate.

Woodside Changing Rooms Building Refurbishment

Notice Description

Watford Borough Council is seeking tenders from suitably qualified contractors for the refurbishment of the Stables building and integral multi-sport changing rooms situated within Woodside Playing Fields. The changing rooms are accommodated within a locally listed heritage building known as the stables which originally formed part of the Woodside manor and farm. Watford Borough Council acquired the park in 1948, and the house and farm were demolished in 1959 and stable buildings retained for use as changing rooms and for the Council's Parks Department Depot. The work will primarily address the fabric repairs and improvements reported in the Stock condition surveys carried out in 2025 which reported on the condition windows, internal and external doors, gutters, roof, soffits and facias as well as internal flooring, timbers, decoration, sanitaryware, toilets, local ventilation, etc. Additional improvements will include the conversion of an existing toilet to an accessible toilet including the provision of an external ramp.
