Summary of the contracting process

The Ministry of Defence, through UK Space Command, intends to procure the development and delivery of a Remote Proximity Operations Course. This is specialist technical training for remote proximity operations, delivered in person at RAF Cranwell, with a possible move to the Defence Academy at Shrivenham. The requirement is for course development as well as delivery, so it is relevant to providers able to design and run specialist training for defence or space-related operations. The procurement is planned as one lot and is marked as suitable for small and medium-sized businesses. The course will be delivered on a Ministry of Defence site, and the description indicates a need to support the planned course programme rather than provide general-purpose training.

This is at the planning stage: the Ministry of Defence has set out an intention to procure, but has not yet invited tenders. It expects a rapid procurement through the Space Technology Solutions RM6370 training filter. The buyer expects to publish a subsequent notice on 16 November 2026; this is an indicative publication date, not a bid deadline. A market engagement milestone is scheduled for 13 November 2026. The estimated value is £450,000 excluding VAT (£540,000 including VAT). The expected contract period is 28 January 2027 to 31 March 2030, with a possible extension to 31 March 2031. The description says the next course is due to be delivered in March 2027. The contract is expected to use MOD Standard Contract 2.

This requirement is likely to suit a UK-registered training provider with the expertise and capacity to develop and deliver specialist remote proximity operations instruction, including in person at a defence site. The buyer says personnel delivering courses must hold at least Security Check clearance, and suppliers must pass Cyber Security Model 4 Level 0 accreditation. Suppliers must also ensure there are no hostile actors in their supply chain. These conditions make this most relevant to organisations already equipped to work securely on Ministry of Defence sites and to meet defence supply-chain assurance requirements. Small and medium-sized businesses are considered suitable, and the single-lot structure may be accessible to a specialist provider with the relevant training capability and delivery capacity.
