Summary of the contracting process

City of York Council intends to commission a public mental health service for adults living in York, with particular focus on people at increased risk of poor mental health. The service is intended to promote positive mental health, reduce stigma and prevent mental ill health through evidence-based practice. It will also build capacity for peer support and engagement with people with lived experience, and advocate for policies, support and services that protect or improve mental health. The work is community-focused rather than individual one-to-one support. The council is seeking input from current and potential providers to refine the service specification and procurement documents, and to explore possible delivery models, including their risks and opportunities.

The process is at the planning stage: the council has announced its intention to procure, but has not invited tenders. The council expects a service contract running from 1 April 2027 to 31 March 2029, with a possible extension taking it to 31 March 2030. The estimated contract value is £150,000. The council plans preliminary market engagement through an online meeting on 23 November 2026 at 2pm. Organisations need to book through Eventbrite to attend, with a maximum of two attendees per organisation. The council says provider feedback will inform the specification, procurement documents and commissioning approach. No procedure, evaluation criteria or eligibility requirements have yet been set out.

This work is likely to suit organisations able to deliver population-level public mental health activity for adults, especially people at greater risk of poor mental health. Relevant experience may include evidence-based prevention, tackling stigma, developing peer support and involving people with lived experience in service design or delivery. The council also wants to hear about different delivery models and the risks and opportunities associated with them, so providers able to explain practical delivery options can contribute to shaping the future service. Voluntary, community and social enterprises are identified as suitable suppliers. The service is not intended to provide one-to-one support; providers whose offer is centred on individual counselling or similar direct support may therefore be less aligned.
