Summary of the contracting process

Cadent Gas Limited is seeking recruitment agencies to provide permanent recruitment services through a framework supporting hiring across its business. The work covers attracting candidates, assessing them and supporting appointments when Cadent’s internal recruitment team needs external help. Four specialist areas are covered: digital, technology and cyber; engineering and technical; customer and operational services; and people and corporate services. Roles range from data, cloud and cyber specialists to engineers, customer operations staff, HR, finance, legal, procurement, health and safety, communications and project professionals. Suppliers are expected to bring specialist candidate reach, assessment capability and market intelligence, while providing a consistent service to candidates and hiring managers. Delivery spans England, including London and the North West, East Midlands, West Midlands and East of England.

Cadent invited suppliers to participate through a competitive flexible procedure, beginning with a selection stage; qualifying suppliers were to be invited to tender. Requests to participate were due by 23 November 2026 at 12:00 UTC. For each of the four lots, the stated contract period runs from 1 February 2027 to 31 January 2032, with three 12-month extensions available, potentially extending the arrangement to 31 January 2035. The published estimated value is £0. Evaluation for each lot assigns equal weight to commercial and quality criteria. The framework permits call-off contracts by direct award or further competition. The procedure may include tender clarification, supplier presentations and negotiations before final tenders, with award based on the most advantageous tender against the published criteria.

This opportunity suits recruitment businesses able to source permanent talent across one or more of the four specialist areas, rather than only supplying generalist recruitment. Strong candidates will have relevant sector networks and the reach to engage both active and passive applicants, together with evidence-based assessment methods and useful labour-market intelligence. Suppliers must be able to support hiring managers and candidates consistently and represent Cadent responsibly. The service also calls for inclusive hiring and alignment with the buyer’s Candidate Care Charter, social mobility ambitions and Fair Chance approach. Agencies need to work in line with applicable legal, regulatory, security and data-protection requirements. The framework structure offers a route to compete for call-off work in the selected disciplines, through further competitions or direct awards under its terms.
