Summary of the contracting process

Bedford Borough Council intends to establish an open framework for residential and nursing care home services for people in Bedford Borough. The work falls within health and social care, including social care provided with accommodation. The Council is developing the framework to support high-quality care and sustainable provision for residents who rely on these services.

This is at the planning stage: the Council has stated its intention to procure, but has not issued an invitation to tender. It expects to use an open framework under the light-touch regime. The planned framework period runs from 5 July 2027 to 4 July 2033, with a possible extension to 4 July 2035. The Council expects to publish a future procurement notice by 4 January 2027. A second market engagement session is planned for 12 November 2026, to discuss proposed pricing structures, service expectations, quality standards, the procurement approach and indicative timeline. The procurement is one lot, and SMEs and voluntary, community and social enterprises are considered suitable to participate.

This is relevant to residential and nursing care home providers serving Bedford Borough, including smaller providers and voluntary, community or social enterprises. The Council is seeking provider input on framework design, proposed pricing, service expectations and quality standards, with the aim of reflecting market conditions and operational challenges. Providers with experience delivering residential or nursing care can use the planned engagement to help shape arrangements that support high-quality care and a sustainable provider market. The framework is intended to be open, so its planned design may be of interest to a range of care providers rather than a single selected group.
