Summary of the contracting process

Hull City Council is seeking a Gypsy and Traveller Accommodation Assessment to inform the Hull Local Plan. The work is a research and planning consultancy service: suppliers will assess accommodation needs for Gypsy and Traveller communities in Kingston upon Hull. The procurement groups the requirement as a single package of work, combining accommodation assessment with local-plan research and planning analysis. The council is the buying organisation, and the stated delivery location is Kingston upon Hull, in the United Kingdom. The assessment is intended to support the authority’s local planning work. The service classification also covers urban planning services, research consultancy, evaluation consultancy and urban environmental development planning, giving a clear indication of the professional fields relevant to the requirement.

The council invited tenders through a one-stage open competition under the below-threshold procedure. The procurement reached the tender stage, and the submission deadline set by the buyer was 16 November 2026 at 12:00; the deadline for enquiries was 9 November 2026 at 17:00. The planned contract period runs from 30 November 2026 to 30 April 2027. The estimated value is £30,000 excluding VAT (£36,000 including VAT); the estimate is provided to help bidders prepare and is not a commitment to purchase services at that value. There is one lot. Evaluation is weighted 60% for quality and 40% for price. Bids were to be submitted electronically, and the council stated that incomplete submissions would be eliminated from the process.

This requirement is best suited to research and planning consultancies able to assess Gypsy and Traveller accommodation needs and translate findings into evidence for a local plan. Relevant experience may include accommodation needs assessment, urban planning research, evaluation and analysis of local development or environmental planning issues. Suppliers will need to produce work that addresses the authority’s Hull-specific assessment and can support its planning purpose. The single-lot structure makes this a discrete consultancy commission rather than a multi-lot programme. Quality carries more weight than price in the evaluation, so a credible methodology, strong research capability and clear delivery approach are commercially important alongside a competitive bid. The work is time-bounded, requiring a team able to undertake and complete the assessment within the stated contract period.
