Summary of the contracting process

Derry City and Strabane District Council is planning a design-and-construct project for Strabane Leisure Centre, including road realignment works. The council intends to develop an affordable, deliverable option for the leisure centre and shape the specification and procurement strategy for both the centre and the road works. This is construction work, with design as well as delivery in scope. The project is in Strabane, within the Derry City and Strabane District Council area of Northern Ireland. The council is seeking views from the construction supply base on the services available and how the project could be delivered effectively. This is a preliminary market engagement exercise to inform its internal planning before a later competition; it is not an invitation to tender.

The process is at planning: the council is conducting preliminary market engagement before developing a full procurement competition. It expects to use feedback to inform its procurement strategy and specification, and says engagement responses will not be assessed in any later tender evaluation. The council’s stated aim is to achieve a contract award by June 2027. The planned contract period runs from June 2027 to June 2030. The estimated gross value is £29 million. The project is presented as one combined scope covering the leisure centre and road realignment. The initial engagement is through a questionnaire, with responses expected by 20 November 2026 at 12 noon via the eTendersNI portal. Participation or non-participation in this engagement is not intended to affect eligibility or advantage in a subsequent procurement.

The project is likely to suit construction firms able to combine design and build delivery for a leisure facility with associated road realignment. Suppliers with experience developing practical, affordable proposals for public-sector construction may be well placed to contribute, particularly those able to advise on scope, specification and procurement strategy as well as delivery. The council is seeking pertinent information about suppliers’ capabilities and the services they offer, rather than lengthy submissions or generic marketing material. This engagement is an opportunity for construction businesses to explain relevant delivery approaches and provide market insight while the project is being shaped. It does not create a tender commitment: firms that take part, and those that do not, may participate in any later competition, and engagement information will not be scored in its evaluation.

Notice Information

Notice Title

T26-142CAP Strabane Leisure Centre and Road Realignment (Design and Construct) Preliminary Market Engagement

Notice Description

Derry City and Strabane District Council intend to commence a robust, credible and transparent preliminary market engagement exercise to develop a deliverable and affordable option for Strabane Leisure Centre in order to achieve a successful contract award by June 2027. The purpose of this preliminary market engagement (PME) is to gather insights and feedback from the market to inform the development of the procurement strategy and specification for Strabane Leisure Centre and road alignment as well as assisting Derry City and Strabane District Council to ensure that the most efficient and effective methods of procurement are considered. The first phase of the market engagement exercise will be participation from the supply base through the attached questionnaire. Responses to these questions will help Derry City and Strabane District Council gather comprehensive information about potential suppliers and the services they offer. This will allow us to make informed decisions regarding our specification and procurement strategy before entering the market with a full procurement competition. At this stage, any information gathered through this engagement exercise will solely inform internal business planning and any possible subsequent procurement process; and will NOT be appraised in any future tender evaluation exercise. Please note that participation or non-participation in this preliminary market engagement shall not prevent any provider participating in any potential procurement process, nor is it intended that any information supplied shall place any provider at an advantage or disadvantage in any forthcoming procurement process. In responding, it is important to note that detailed and lengthy submissions are not necessary at this stage and generic marketing material is not required. Nonetheless, we welcome any pertinent information on your company's capability and views on the range of services required. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE eTendersNI PortaI.*** Respondees are not required to wait until the closing date to submit a response. PME QUESTIONNAIRE RESPONSES MAY BE SUBMITTED VIA THE ETENDERSNI CFT MESSAGING FACILITY AT ANY TIME UP TO 12:00 on 20th November2026***
