Summary of the contracting process

Northern Trains Limited intends to appoint one supplier for Legionella management and water hygiene services across its estate. The work covers stations, depots, train care centres, offices, sidings and other operational facilities across the North of England. Services are expected to include Legionella risk assessments and reviews, Written Schemes of Control, water hygiene monitoring, sampling, testing and laboratory analysis, compliance audits, technical advice, training and incident-response support. The supplier will maintain compliance records and an electronic system covering water assets, assessments, schematics, results, remedial actions and performance information. The service is intended to help Northern meet statutory and health and safety requirements and manage the risks associated with Legionella and water systems.

This procurement is at the planning stage: Northern has stated its intention to procure, but has not issued an invitation to tender. It expects the formal procurement to begin in December 2026. Northern is conducting voluntary early market engagement by email, seeking supplier feedback on the proposed specification, accreditations, contract terms, pricing, commercial terms and performance measures. Feedback is due by 15 November 2026; taking part is not required to participate in the later procurement. The proposed contract is for one supplier, with a planned term from 26 April 2027 to 26 April 2030 and an option to extend to 24 April 2032. Its estimated value is £550,000 excluding VAT (£660,000 including VAT).

The work is likely to suit a supplier with established Legionella control and water hygiene expertise, including the ability to assess and manage water systems across a dispersed operational estate with varied risks and access requirements. Northern is inviting feedback on whether suppliers hold RISQS and Legionella Control Association membership, or equivalent accreditation. Strong candidates will be able to deliver risk assessments, monitoring, sampling and laboratory testing, auditing, training and responsive incident support, backed by technical consultancy and contract management. The service also calls for reliable electronic compliance systems, accurate reporting and management information, and the capacity to respond to positive samples, audit findings and changing requirements. Northern says it is looking for partnership working, proactive risk management, continuous improvement and performance against service, compliance and response measures; small and medium-sized businesses are considered suitable.

The proposed procurement seeks to appoint a single supplier to deliver a comprehensive Legionella management and water hygiene service across NTL's stations, depots, train care centres, offices, sidings and operational facilities. The overarching objective is to ensure compliance with statutory obligations, Approved Code of Practice (ACOP) L8, HSG274 guidance and Northern's internal health and safety requirements, whilst reducing operational, regulatory and reputational risks associated with Legionella bacteria and water hygiene management. The successful supplier will deliver a fully integrated service covering Legionella risk assessments, reviews of existing assessments, development and maintenance of Written Schemes of Control, water hygiene monitoring, routine sampling and testing, laboratory analysis, compliance auditing, technical consultancy, training and incident response support. A key requirement of the contract will be the provision of a flexible and responsive service model capable of supporting a geographically dispersed estate comprising stations, depots and operational facilities with differing risk profiles and operational requirements. The supplier will be expected to respond to emerging compliance risks, positive sample results, regulatory changes, audit findings and ad-hoc operational requirements throughout the contract term. In addition to service delivery activities, the supplier will provide all associated contract management, supervision, reporting, technical expertise and support systems required to maintain compliance and provide assurance to Northern. The supplier will be expected to deliver and maintain an electronic compliance management system incorporating asset registers, risk assessments, schematics, sampling results, remedial actions, performance reporting and management information. The supplier will work collaboratively with Northern stakeholders to develop improvement plans, support audits and inspections, and ensure compliance activities remain aligned with business needs and evolving legislative requirements. Performance will be managed through a suite of key performance indicators covering service delivery, regulatory compliance, response times, reporting accuracy, audit performance, training delivery and management information. A strong emphasis will be placed on partnership working, continuous improvement, innovation, data-driven decision making and proactive risk management. The procurement aims to establish a strategic partnership that delivers a safe, compliant and effective Legionella management service, protecting employees, contractors, visitors and customers whilst supporting Northern's wider health, safety and operational objectives.
