Summary of the contracting process

The British Council is seeking a single supplier for a business continuity management system (BCMS), a software platform to bring its business continuity programme into one environment. It must provide templates and staff guidance for business impact assessments and continuity plans; hold governance documents; support training, exercises and tracking of resulting actions; assist incident management and emergency communications; and bring compliance and administrative tasks together. The system is intended to improve coordination, clarify roles and responsibilities, and strengthen staff engagement in organisational resilience. The procurement is led by the British Council. The work concerns a digital system for the organisation’s corporate services and country teams; no physical delivery location is identified.

The British Council invited offers through an open competitive flexible procedure. The process reached tender. The enquiry deadline was 10 November 2026 at 23:59 UTC, and the submission deadline was 24 November 2026 at 12:00 UTC. The contract was scheduled to start on 1 February 2027 and run for one year, with three possible one-year extensions at the British Council’s discretion, giving a maximum term to 31 January 2031. The stated gross value is £207,000. There is one lot. The award basis is quality; the detailed criteria are set out in the tender documents. The award decision was scheduled by 11 January 2027 at 23:59 UTC. Submissions may be made electronically in English.

This requirement is suited to suppliers with an established business continuity management platform that can support an organisation operating across corporate services and country teams. Relevant capabilities include configurable business impact assessment and continuity-plan templates, clear user guidance, document and governance management, training and exercise workflows, action tracking, incident management and emergency information sharing. Suppliers should be able to show that the platform can consolidate administrative and compliance activity and support consistent processes across teams, while helping users understand their responsibilities. The British Council indicates that small and medium-sized businesses and voluntary, community and social enterprises are suitable to participate. The requirement is for one supplier and calls for an integrated system rather than separate tools for each element of the continuity programme.
