Summary of the contracting process

The Royal Borough of Greenwich intends to outsource its civil parking enforcement service across on-street and off-street locations in London. The service would cover controlled parking zones, yellow lines and other restrictions, with enforcement focused on hotspots and priority locations. It would also include targeted action against misuse of disabled bays and Blue Badges, plus review of evidence for bus-lane and moving-traffic contraventions. The supplier would provide enforcement technology and vehicles, manage civil enforcement officers and support staff, and integrate its systems with the Council’s back-office penalty charge notice processing. Reporting, evidence handling and support for customer enquiries are also part of the intended service. The Council seeks a modern, professional and compliant service using technology and intelligence-led delivery.

This procurement is at the planning stage: the Council has stated an intention to run a competitive procurement, but has not invited tenders. The planned contract is for an initial five-year term, with an option to extend by up to four years in total. The stated service period is June 2027 to May 2032, with an extension potentially running to May 2036. The Council carried out soft market testing and supplier follow-up engagement during the week commencing 21 September 2026, to inform the specification, performance standards, commercial options and integration requirements. Suppliers were asked about capability, delivery models, innovation, mobilisation, TUPE and social value. No tender evaluation criteria or budget are set out at this planning stage.

The work is suited to established parking-enforcement operators able to provide and manage a full operational service, including a sufficient team of qualified civil enforcement officers and support staff. Suppliers will need capability in mobile and static automatic number plate recognition, CCTV evidence review, body-worn video and handheld enforcement equipment. Strong systems expertise is important: the service must exchange penalty charge data and evidence securely with the Council’s processing system, and provide reliable management information and interactive dashboards. Relevant experience integrating with similar back-office systems, delivering high-quality evidence packs and supporting case queries will be useful. The Council is also seeking practical approaches to deployment planning, low- or zero-emission vehicles, customer service, conflict resolution, equality awareness, social value and sustainability. The earlier market engagement considered suppliers from a parking management framework, but the planned competition is not described as limited to them.

Civil Parking Enforcement Services

Notice Description

The Supplier will be responsible for delivering a modern, professional, and fully compliant Civil Parking Enforcement service on behalf of the Council. The following represents the current high-level understanding of core requirements. Core Enforcement Services * On-street and off-street enforcement: Civil Enforcement Officers deployed across CPZs, yellow lines and other restrictions under the Traffic Management Act 2004. The emphasis is on proactive, intelligence-led work on hotspots and priority locations rather than blanket coverage. * ANPR capability: Mobile and static ANPR (vehicles or cameras) to handle higher volumes efficiently, with clean integration into the back-office system for PCN creation. * CCTV and moving traffic support: Review of footage or clips for bus lane and moving traffic contraventions, producing good evidence packs. The split of responsibility with our existing back-office arrangements will be confirmed later. * Blue Badge work: Focused enforcement on misuse of disabled bays and Blue Badge abuse, working closely with the Council's Blue Badge team. Technology, Systems and Integration * Provision and maintenance of all necessary enforcement technology: handheld devices, body-worn video (BWV) cameras with secure storage/review workflows, vehicles (with preference for low/zero-emission options), and supporting software platforms for deployment planning, real-time reporting, and performance dashboards. * Seamless, secure interface/integration with the Council's existing or future back-office PCN processing system (currently supported by Imperial Civil Enforcement Solutions). This includes timely upload of PCN data, high-quality evidence packs (photos, notes, BWV where relevant), and support for case queries. Suppliers should detail their API/integration capabilities and experience with similar systems. * Management information and reporting: Provision of accurate, timely MI and interactive dashboards covering deployment activity, PCN volumes/quality, compliance indicators, and KPIs. Potential for integration with Council Power BI or other analytics tools. People, Training and Customer Service * Full recruitment, training, supervision, and management of a sufficient complement of qualified, professional CEOs and support staff to deliver the required enforcement hours and quality standards. * High standards of customer interaction: CEOs trained in conflict resolution, equality awareness, and professional engagement with residents, businesses, and visitors. Support for on-street enquiries and contribution to the Council's complaints/SAR/FOI processes

Planning Information

The Royal Borough of Greenwich ran a soft market testing exercise to help shape a clear and practical specification for outsourcing the civil parking enforcement function. It is intended to run a competitive procurement for a contract for an initial period of five years, with an option to extend this agreement for up to a further four years in totality. The main aims of the engagement were to: • Find out what the market can offer in terms of capability, technology and delivery models for a more intelligence-led enforcement service. • Test and improve the high-level scope, performance standards, commercial options and system integration needs. • Gauge supplier interest, capacity and practical views on TUPE, mobilisation risks and social value opportunities that align with Greenwich’s social value objectives. Supplier were invited to provide responses to a questionnaire, relating to the following headings; Experience & Capability, Proposed Delivery Model & Innovation, Commercial TUPE & Mobilisation and Social Value, Sustainability & Partnerships. This was facilitated via the Proactis e-procurement platform (https://supplierlive.proactisp2p.com/Account/Login) with the suppliers from the Government Commercial Agency Transport Technology framework Lot 3 Parking Management. As part of this market engagement exercise the Council invited suppliers to participate in follow-up engagement activities. These sessions were intended to help the Council gain a deeper understanding of supplier solutions, implementation approaches and emerging capabilities. These took the form of a virtual 1 hour session for presentations/demos showcasing their enforcement platform, ANPR/BWV solutions, case studies, and overall delivery model approach (including Q&A). The engagement took place on w/c 21st September 2026.
