Summary of the contracting process

Vigo Parish Council is procuring a combined grounds maintenance service for its land and public open spaces in Vigo, Kent. The work covers grass cutting and grassland management, tree and woodland maintenance, shrub and vegetation management, and related grounds maintenance. The purpose is to maintain Council-owned sites and community open spaces, with routine and emergency work coordinated under one contract. The service includes access to suitable equipment, supervision and emergency response arrangements. Specialist activities may be subcontracted, but the main contractor remains responsible for subcontractors. The specification and site information define the locations, service frequencies and required standards. This is grounds maintenance and tree-care work, including tree maintenance (CPV 77211500).

The Council invited offers through an open procedure under the Procurement Act 2023. It is a single combined contract, not divided into lots. The enquiry deadline was 20 November 2026 at 23:59 UTC, and tenders were due by 30 November 2026 at 23:59 UTC. The initial contract period runs from 1 April 2027 to 31 March 2031, with two optional one-year extensions and a maximum term ending 31 March 2033. The estimated value is £396,000 excluding VAT (£475,200 including VAT). An award decision was due by 18 January 2027. Evaluation gives 65% to quality and 35% to price; quality covers emergency response and access, experience, staffing and resources, service approach, and understanding of Vigo and the contract.

The work suits grounds maintenance contractors able to deliver a coordinated service across public open spaces, including grass cutting, vegetation management and tree work. Bidders need relevant experience and references for comparable services, plus the technical competence, staff, supervision, plant and equipment to meet the specification. Equipment may be owned or hired, and specialist work may be subcontracted; the lead contractor remains accountable for subcontractors. The Council requires appropriate health and safety competence, including suitable qualifications, training and experience for specialist activities such as tree work. Contractors must show how they will maintain service continuity, provide absence cover and respond to urgent or emergency work, including during adverse weather. Public liability insurance of at least £10 million is required by the stated pre-commencement point; employers’ liability insurance is required where legally applicable. Equivalent qualifications, standards and evidence are accepted where appropriate.
