Summary of the contracting process

John Leggott Sixth Form College is seeking operators to run scheduled passenger transport for students travelling to and from the college. The service covers routes across the college’s catchment area, with operators responsible for supplying appropriately licensed vehicles and drivers and running the required routes and timetables. The aim is to provide safe, reliable and efficient transport so students can access education. The work is student transport by road (CPV 60130000). Delivery is described across England, with the college based in Scunthorpe, North Lincolnshire.

The college invited offers through an open procedure. The process reached tender, with submissions due by 29 January 2027 at 23:59 and enquiries due by 31 December 2026 at 23:59. The contract is scheduled to run from 1 September 2027 to 31 August 2032, with an extension option potentially taking it to 31 August 2033. The estimated value is £550,000 including VAT. The procurement is a single lot. Evaluation weights quality and technical experience at 40%, price at 40%, and sustainability, social value and added value at 20%. Suppliers must show legal and financial capacity and the technical and professional ability to deliver the service.

This opportunity suits passenger transport operators with experience running scheduled services and the operational resources to provide safe, dependable student journeys. Suppliers need appropriately licensed vehicles and drivers, and must be able to meet route, timetable, legal and regulatory requirements. The buyer requires evidence of adequate legal and financial capacity as well as relevant technical and professional capability. Small and medium-sized businesses are considered suitable, making the single-lot service accessible to operators of that scale as well as larger providers. The requirement may also suit businesses able to adapt to changes in student demand: additional or amended routes, journeys or services may be purchased during the contract, and the college may extend the arrangement subject to performance and other stated conditions.
