Summary of the contracting process

Brighton & Hove City Council is planning a single-provider service to maintain, operate and renew its street lighting and other powered highway assets across Brighton and Hove. The contractor will provide routine and reactive maintenance, emergency response, inspections, testing, repairs, replacements, minor improvements and support for new infrastructure, while keeping accurate asset records. Work is expected to be instructed through agreed prices and task orders. The council wants a safe, reliable and resilient lighting service, better service levels and asset information, effective cost control, innovation, lower carbon emissions and measurable social value. The service is also intended to support collaboration between the council, the contractor and other highways suppliers.

The process is at planning stage: the council has set out its intention to procure, but this is not an invitation to tender. It expects to use a single-provider NEC4 Term Service Contract, with work principally instructed through agreed prices and task orders. The proposed initial term is four years, with extension options of four years and two years, conditional on performance, value for money and the council’s continuing requirements. The council’s indicative timetable is to launch the tender in February 2027, receive returns in March 2027, award in June 2027 and start the service in November 2027. The council is seeking market feedback by 30 November 2026 on supplier interest, commercial attractiveness of the scope and deliverables, whether three months is enough for mobilisation, and anticipated procurement risks.

This planned contract is likely to suit an experienced highways or street-lighting maintenance provider able to take responsibility for a broad, ongoing service across powered highway assets. Suppliers should be prepared to resource both planned and reactive work, respond to emergencies, inspect and test assets, carry out repairs and replacements, deliver minor improvements, and support new infrastructure. Strong asset-data management will matter, as the council wants accurate records and a data-led service that improves year on year. The council also signals that it will look for reliable service delivery, measurable performance, effective cost control and value for money, alongside innovation, whole-life asset thinking, reduced carbon emissions and measurable social value. Suppliers able to collaborate with the council and other highways contractors may be well placed. The proposed contract is a substantial, long-term service commitment; the council is currently gathering market views to shape it.
