Summary of the contracting process

The City of London Corporation is seeking a provider for a Health Access Worker Service for people who are rough sleeping or in emergency temporary accommodation, including during severe weather emergency provision. The service targets people identified through outreach who have significant unmet health needs, frequent A&E attendance or recurring hospital admissions. The worker will provide wraparound support to connect clients with healthcare and improve their access to and use of health services. The service is expected to operate full-time, five days a week. This is a health service, classified under CPV 85100000. The intended beneficiaries are rough sleepers in the City of London; the procurement description does not identify a specific delivery address.

The City invited quotations through a below-threshold open competition, reaching the tender stage. Bidders were to submit a technical and commercial response through the City of London Corporation Sourcing and Contracts Portal. The enquiry deadline was 26 November 2026 at 12:00, and the tender submission deadline was 27 November 2026 at 12:00. The contract was scheduled to run from 18 January 2027 to 18 January 2028, for a maximum of 12 months. The maximum available budget is £63,700 excluding VAT (£76,440 including VAT). There is one lot. Evaluation weights the technical response at 80% and the commercial response at 20%. Bidders are expected to accept the proposed terms and conditions, submit responses and attachments in English, follow word limits and provide only requested material. Tender communications must use the portal.

This opportunity is suited to providers able to deliver a consistent, full-time frontline service and work effectively with people experiencing rough sleeping or temporary accommodation. Relevant strengths include engaging clients with complex or unmet health needs, connecting them with healthcare services, and supporting improved access and use of care. Experience coordinating with outreach teams and navigating health services would align with the stated delivery model, particularly for clients who attend A&E frequently or have repeated hospital admissions. The service calls for wraparound connections rather than a narrowly defined clinical intervention. Bidders should be able to produce a strong technical response, which carries most of the evaluation weight, alongside a commercial response. The provider must be prepared to work within the City’s contract terms and submit concise, English-language answers in the requested format.
