Summary of the contracting process

The Mining Remediation Authority intends to establish a framework for drilling, constructing and rehabilitating boreholes in former mining areas. The work is intended to help the Authority understand groundwater levels and chemistry. Services are expected to cover drilling, borehole construction, maintenance, cleaning and rehabilitation, together with related works and services. Drilling will mainly be through coal measures and overlying strata, including regionally important aquifers that may require casing. Targets include underground mining features, both void and collapsed, and may lie beneath ground affected by multiple workings or fractured and collapsed strata. Delivery is planned across England, Wales and Scotland. Accurate, vertical drilling is important because targets can be small and hundreds of metres deep, and the completed boreholes must support later surveying, sampling and pumping.

This is at the planning stage: the Authority has stated its intention to procure, but has not issued an invitation to tender. It expects to use a framework agreement, with one lot. The planned contract period runs from 1 October 2027 to 30 September 2031. The estimated value is £9.8 million excluding VAT (£11.76 million including VAT). The Authority is arranging preliminary market engagement, including a virtual webinar on 2 December 2026 at 11:30. It says the session will explain its proposed procurement strategy, market engagement approach, requirements and expectations, and anticipated process timeline, and allow potential suppliers to ask questions and prepare. Registration of interest is expected by 30 November 2026; this is an engagement date, not a tender submission deadline.

The work is likely to suit drilling and ground-engineering contractors with experience constructing and rehabilitating boreholes in former mining areas. Suppliers should be prepared for technically demanding drilling through coal measures and overlying strata, potentially including aquifers that require casing, and for conditions affected by historic workings, collapsed voids and fractured ground. The Authority highlights the need to hit small underground targets at substantial depth, maintain borehole accuracy and verticality, and leave boreholes fit for future surveys, sampling and pumping. The framework’s range of services may suit businesses able to provide drilling alongside borehole construction, maintenance, cleaning and rehabilitation, or to work with specialist partners to cover those requirements. The planned engagement is an opportunity for potential suppliers to understand the Authority’s intended approach and requirements before the procurement reaches tender stage.

Notice Information

Notice Title

Framework for Drilling, Borehole Construction and Associated Works and Services

Notice Description

The Mining Remediation Authority requires a framework agreement for the provision of services relating to the construction and rehabilitation of boreholes in former mining areas to support the objective to understand water levels and chemistry. The services are anticipated to include borehole drilling, construction, maintenance, cleaning, rehabilitation and associated works/services. The drilling will be predominately coal measures and overlying strata including regionally important aquifers (may need casing off). The targets will often be specific mining features, both void and collapsed. Drilling may be required in areas where multiple sets of workings are present which may create challenges. Targets and strata above and in the zone of influence of workings may be collapsed and/or fractured due to the effects of mining. Accuracy and verticality of borehole drilling will be of high importance as targets are often small and at many hundreds of metres depth. The future survey/sampling/pumping requirements for the boreholes makes verticality important for both targeting of underground features and their operational purpose.

To register your interest in relation to this engagement opportunity, please email sarah.kendrick@miningremediation.gov.uk Interested parties will be invited to a virtual webinar which will take place on Wednesday the 2nd of December at 11:30. The session will provide potential bidders with an overview of our proposed procurement strategy, outlining the key stages of the procurement process, our intended approach to market engagement, and the requirements and expectations for prospective bidders. It will also offer an opportunity to communicate our strategic objectives, clarify the anticipated approach and timeline, and ensure that potential bidders have a clear understanding of the process and how they can best prepare to participate.
