Summary of the contracting process

The Ministry of Defence intends to procure repair and calibration services for general-purpose test and measuring equipment (GPTME), used across the three armed services. Babcock Land Defence Limited is acting as the Ministry’s agent. Equipment in scope is identified by NATO Stock Numbers and must meet technical specifications and applicable standards that will be set out in the procurement documents. Delivery is across the United Kingdom. The planned arrangement is a framework agreement, with similar items grouped into lots; the stated strategy is to award individual contracts for lots, with lots potentially combined where one supplier wins more than one. The framework is intended to support repair and calibration requirements for defence test and measurement equipment.

This is at the planning and preliminary market engagement stage: the buyer has not invited tenders. The Authority is seeking supplier input through a request for information to understand interest and capability and inform its procurement and commercial strategies. The current expectation is a framework agreement divided into 15 lots, with awards made by lot or combined for a supplier winning multiple lots. The stated estimated value is £35 million excluding VAT (£42 million including VAT). The planned contract period for the described lot is 17 July 2027 to 16 July 2031, with a possible extension to 17 July 2035. Suppliers interested in the market engagement were asked to return the RFI by 17:00 GMT on 1 December 2026 and provide their UKAS Customer Number and Schedule of Accreditation. Scope, quantities, duration and procurement route remain under development; the Authority may change route or decide not to proceed.

The requirement is likely to suit calibration and repair providers with relevant UKAS accreditation and the technical capability to service general-purpose test and measuring equipment identified by NATO Stock Numbers. Suppliers should be able to demonstrate that their work meets applicable technical specifications and standards, and to support delivery and quality performance monitoring across a defence-related service. The planned lot structure may allow businesses to focus on suitable groups of equipment, and small and medium-sized enterprises are identified as suitable for the described lot. The buyer has also identified fair wages and good working conditions, alongside employment and training opportunities for people facing barriers to work, people in deprived areas and sectors with skills shortages or high growth, as relevant social value priorities. TUPE does not apply. At this stage, market engagement is intended to help shape the eventual requirement, not to secure a contract.
