Summary of the contracting process

Mid and West Wales Fire and Rescue Authority intends to buy a fully managed waste collection and recycling service for waste arising from its premises across Carmarthenshire, Ceredigion, Pembrokeshire and Powys. The service covers general waste and separately collected recyclables, with suitable external bins supplied, maintained and replaced. It also includes scheduled, ad hoc, additional and emergency collections; transport, treatment, recycling, recovery and lawful disposal; and handling of contamination or incorrectly sorted waste. The supplier will provide bilingual bin identification and signage, transfer documentation, and reporting on waste quantities, recycling performance and disposal routes. The work also includes advice on waste legislation, sustainability and environmental practice, identifying ways to improve efficiency and reduce costs, and overseeing any approved subcontractors. The service must comply with applicable legislation, environmental regulations and the specification.

This is at the planning stage: the Authority has stated its intention to procure, but has not yet invited tenders. It expects to publish a tender notice on 25 November 2026. The intended procedure is an open tender. The Authority plans to hold a supplier engagement event on 13 November 2026, online or in person, to outline the procurement and tender process and answer questions; registration is expected by 12 November. The estimated contract value is £850,000 excluding VAT (£1,020,000 including VAT). The planned service period runs from 31 March 2027 to 30 March 2030, with possible extension to 30 March 2034. There is one lot, and the Authority has indicated that renewal is possible. Evaluation criteria have not yet been set out.

The work is suited to waste-management and recycling providers able to deliver an end-to-end service across a geographically broad group of fire service sites. Suppliers will need the operational capacity to provide and maintain external receptacles, manage planned and short-notice collections, and arrange transport, treatment, recycling, recovery and lawful disposal. Strong delivery will also require reliable waste segregation and contamination management, compliant transfer records, and the ability to monitor and report quantities, recycling outcomes and disposal routes. Environmental compliance, knowledge of Welsh waste legislation, and practical sustainability advice are central to the service, alongside identifying efficiency and cost-saving improvements. Providers should be able to supply clear bilingual signage and manage any approved subcontractors. The Authority considers the single lot suitable for small and medium-sized businesses and voluntary, community or social enterprises.
