Summary of the contracting process

South Ayrshire Council, working with East Ayrshire Council and their Alcohol and Drug Partnerships, is seeking providers for a flexible framework of alcohol and drug recovery services and support. The six lots cover risk reduction and coordinated care; treatment and recovery; whole-family support, including young people; recovery communities; independent advocacy; and consultancy support. Services will be delivered in South and East Ayrshire. The framework is intended to let the partnerships arrange individual contracts or partnership agreements, either directly or through further competition. It also allows new providers to apply to join and existing providers to add further services or support. The lead contracting authority is South Ayrshire Council.

The buyer invited offers through an open procedure for a six-lot flexible framework agreement. The tender submission deadline was 4 December 2026 at 12 noon; the award period was due to start at that time. The framework period for each lot is 1,800 days, with no renewal option stated. The estimated procurement value is £11,825,000. Evaluation is weighted 90% to quality and 10% to price across the lots. Bids must be submitted electronically in English, and variants are not allowed. Offers must remain valid for 120 days. The agreement is expected to be retendered around September 2031. The procurement includes community benefits, with further details in the procurement documents.

This opportunity is suited to organisations with relevant expertise in alcohol and drug recovery and the ability to deliver high-quality services or support in one or more of the six service areas. Potential providers may focus on clinical or community-based treatment, harm reduction, family work with young people, peer-led recovery communities, advocacy, or consultancy; the framework is designed to accommodate different service offerings rather than a single provider delivering everything. Providers need to be suitably qualified, and competition places substantially greater weight on quality than price. The framework may suit both established local services and organisations able to enter the area, as new providers can seek inclusion and existing framework providers can apply to add services. Delivery is for the South and East Ayrshire partnerships.

Flexible Framework Agreement for the Provision of Alcohol and Drug Recovery Services and Supports in South and East Ayrshire

Notice Description

This procurement exercise is a collaboration between South Ayrshire Council and East Ayrshire Council on behalf of the South Ayrshire Alcohol and Drug Partnership (SAADP) and the East Ayrshire Alcohol and Drug Partnership (EAADP), with South Ayrshire Council (the Council) acting as the lead contracting authority. The Council has a requirement to establish a multi-lot Flexible Framework Agreement (FFA) comprising of a range of suitably qualified Service Providers capable of delivering high-quality alcohol and drug recovery services and supports. The FFA is intended to create a flexible and sustainable framework through which the SAADP and EAADP can award call-off contracts and/or partnership agreements, either through direct award or by conducting a further competition. The scope of the FFA falls within the 'Social and Other Specific Services' category and is subject to the procurement regimes set out under the Public Contracts (Scotland) Regulations 2015. As such, this "Light Touch Regime" allows a flexible approach which will permit new entrants to submit tender offers for inclusion of services and supports on the FFA or will allow existing Service Providers to apply for inclusion of new services or supports to the FFA.
