Summary of the contracting process

United Utilities Water Limited is seeking partners to deliver rainwater management works under its Rainwater Management Strategy. The schemes are intended to capture, reuse and manage rainwater close to where it falls, using measures such as surface conveyance, infiltration, disconnection and attenuation to slow water flows through catchments and reduce pressure on the wastewater network. Commissions may combine design and construction or be build-only, with the delivery route chosen for each scheme according to programme needs, complexity and design maturity. The framework is an interim arrangement to support immediate AMP8 delivery while United Utilities develops its longer-term delivery model. The works include drainage and surface works, ground drainage, water-project construction and environmental improvements. Delivery is across the North West of England.

The buyer invited offers through a single-stage tender using a competitive flexible procedure. The framework has one lot and is intended to appoint up to five partners. Work may be allocated by direct award, mini-competition or work packages, with or without reopening competition. Enquiries were due by 6 November 2026 at 17:00, and tender submissions by 16 November 2026 at 14:00. The planned award decision date was 1 December 2026. The initial contract term runs from 4 December 2026 to 3 December 2027, with an option to extend by six months, to a maximum end date of 3 May 2028. The estimated value is £40 million excluding VAT (£50 million including VAT). Commercial and technical criteria each carry 50% of the evaluation. Suppliers must pass the minimum economic and technical criteria in the tender documents.

This opportunity suits suppliers able to deliver rainwater management and sustainable drainage schemes, including both design-and-build and build-only work. Partners need the technical capability to work across drainage, surface water conveyance, infiltration, disconnection and attenuation, and to adapt delivery to schemes with differing complexity and design maturity. The buyer is seeking capacity to support immediate programme requirements and expects appointed partners to undertake commissions allocated through different routes, including direct awards, mini-competitions and work packages. Suppliers should be able to demonstrate credible technical and commercial approaches, since both are weighted equally in evaluation, and meet the tender’s minimum economic and technical thresholds. The framework is intended to inform future delivery arrangements, so reliable performance and clear evidence of delivery capability are relevant to suppliers seeking a role in the wider programme.

Notice Description

United Utilities' (UU) Rainwater Management Strategy is founded on Sustainable Drainage principles, which prioritise the capture, reuse and management of rainwater as close as possible to where it falls. The strategy promotes the use of surface conveyance, infiltration, disconnection and attenuation to slow the movement of water through the catchment and reduce pressure on the wastewater network. We are looking to appoint 5 partners to support the delivery of Rainwater Solutions over the next 12 to 18 months. This framework forms an interim procurement solution to support with immediate AMP8 delivery requirements whilst United Utilities develops its longer-term Rainwater Management delivery model. The framework will provide access to suppliers capable of undertaking both Design & Build and Build Only delivery of Rainwater Management solutions and will generate valuable insight into supplier capability, capacity, performance and delivery approaches to inform future procurement arrangements supporting the wider AMP8 and AMP9 programme. The Rainwater Solutions Framework will support a combination of Design & Build and Build Only commissions, with the procurement delivery route determined on a scheme-by-scheme basis depending on programme requirements, complexity and design maturity
