'1. Cyflwyniad1.1. Mae Cyngor Sir y Fflint yn chwylio i apwyntio ymgynghorwr i ddatblygu astudiaeth dichonoldeb technegol ar gyfer y cyfleoedd o ddefnyddio'r gwres o Barc Adfer, cyfleuster Adfer Ynni ar Barc Diwydiannol Glannau'r Dyfrdwy2. Cefndir Prosiect2.1. Mae'r Prosiect Trin Gwastraff Gweddilliol Gogledd Cymru (PTGGGC) Partner authorities (gyda Cyngor Sir y FFlint fel yr awdurdod arweiniol) wedi arwyddo cytundeb gyda Enfinium i gynllunio, adeiladu ag i weithredu cyfleuster trin gwastraff gweddilliol y pum awdurdod bartner. Bu i Gyfleuster Adfer Ynni Parc Adfer ddod yn weithredol yn hwyr yn 2019. Mae'r cyfleuster yn prosesu hyd at 200,000 tunell o wastraff gweddilliol y flwyddyn i greu ynni lleol, carbon isel. Creu'r 19MW (gros) o drydan, yn ogysgal a'r potential i allforio stem i gynhyrchu gwres. Felly mae'n gyfle i ddatblygu rhwydwaith gwres ardal yn defnyddio'r gwres a gynhyrchwyd ym Mharc Adfer i ddarpary gwres i fusnesau lleol neu ddatblygiad tai newydd.2.2. Un o'r prif flaenoriaethau yng nghynllun 2017 - 2023 y Cyngor ydy 'Cyngor Gwyrdd' gyda effaith allweddol o leihau defnydd ynni a ddatblygu ffynnhonellau amgen / adnewyddadwy o ynni. Gall gynlluniau rhwydwaith gwres ardal hefyd gyfrannu tuag at llwyddiant ar flaenoriaethau eraill y Cyngor, megis 'Cyngor Ychelgeisiol' a 'Cyngor cefnogol drwy creu swyddi lleol a phrentisiaeth felly bosib yn lleihau tlodi drwy ehangu cyfleuon i bobl gael swyddi. Mae hefyd yn medru cyfrannu yn uniongyrchol dwy'r ddarpariaeth o wres gost isel, sydd yn nod allwedddol dan flaenoriaeth 'Cyngor Cefnogol'.2.3. Mae Cynllun Rheolaeth Carbon y Cyngor yn manylu'r weithrediadau allweddol i leihau allyriadau carbon sydd yn ymweud ag ynni er mwyn cyrraedd targed o leihad o 60% erbyn 2021. Mae buddsoddi mewn ynni carbon isel ag ynni adnewyddadwy yn rhan craidd o'r Cynllun Rheolaeth Carbon. Mae hwn yn ogystal a'r Cynllun Weithredol Ynni Adnewyddadwy 10 mlynedd sydd yn cefnogi ac yn hybu cynyrchiad ynni carbon isel ag adnewyddadwy ar dir y Cyngor.Amcanion Strategol2.4. Wrth gysidro'r cefndir uchod, mae'r Cyngor ag Enfinium gyda amrediad o amcanion, gan gynnwys i ddeallt:* Y bosibilrwydd o ddefnyddio'r gwres o Gyfleuster Adfer Ynni Parc Adfer i greu gwres gost isel i adeiladau lleol;* Y potensial i sefydlu isadeiledd i alluogi'r digarboneiddio hir dymor o'r ynni a ddefnyddir i wresogi'r ardal;* Y potensial i ddefnyddio'r gwres i gynhyrchu gwerth economaidd i brosiect Parc Adfer yn ogystal a fusnesdau newydd a sy'n bodoli.'1. Introduction1.1. Flintshire County Council, is seeking to appoint a consultant to develop a technical feasibility assessment for the opportunity of utilising heat from Parc Adfer; an Energy Recovery facility (ERF) on Deeside Industrial Park.2. Project Background2.1. The North Wales Residual Waste Treatment Project (NWRWTP) Partner authorities (Flintshire County Council being lead authority) contracted Enfinium to design, build and operate a residual waste treatment facility for the five partner authorities' residual waste. The Parc Adfer Energy Recovery facility (ERF) became operational in late 2019. The facility processes up to 200,000 tonnes of residual waste a year to create local, low-carbon energy. 19MW (gross) of electricity is generated, together with the potential to export steam for heat generation. There is therefore an opportunity to develop a district heat network utilising heat generated from Parc Adfer to supply heat to local businesses and new housing development.2.2. One of the core priorities in the 2017-2023 Council Plan is 'A Green Council' with a key impact of reducing energy consumption and using and developing alternative/renewable energy production. District heating schemes can also contribute towards the success of other Council Priorities such as 'An Ambitious Council' and 'A Supportive Council' through providing local job creation and apprenticeships and therefore potentially reducing poverty through maximising peoples' income and employability. It can also contribute to specifically reducing the likelihood and instances of fuel poverty through the provision of low cost heat, a key aim under the 'Supportive Council' Priority.2.3. The Council's Carbon Management Plan details key actions for reducing the Council's energy related carbon emissions in order to achieve a target of a 60% reduction by 2021. Investing in low carbon and renewable energy is a core component of the Carbon Management Plan. This is complemented by the 10 year Renewable Energy Action Plan which supports and encourages the generation of low carbon and renewable energy on Council owned land/assets.Strategic Objectives2.4. Taking into account the background above, the Council and Enfinium have a range of objectives including to understand:* the potential to use the heat from the Parc Adfer Energy Recovery Facility to provide low cost heat supplies to local buildings;* the potential to establish infrastructure allowing the long term decarbonisation of energy used for heating in the area;* the potential to use available heat to generate economic value for the Parc Adfer project as well as new and existing businesses.
