'Cynefin: The Green Heart of Wales' is an ambitious and transformative new project from the Centre for Alternative Technology that will create a unique, experience-driven flagship regional sustainable tourist attraction and skills centre.The Centre for Alternative Technology is seeking to secure approx. 30million GBP to enable our transformation over a five-year project implementation phase.Cynefin secured the support of the Growing Mid Wales Board for inclusion in the 110million GBP Mid Wales Growth Deal Portfolio Business Case on 21 September 2021. This required CAT to develop and submit a Strategic Outline Case (SOC).The aims of this phase and scope of the contract are:* Review and strengthen the submitted Strategic Outline Case in response to feedback provided, consultation with CAT stakeholders and your professional insight.* Develop the case for the project's preferred option in line with Green Book principles, identifying next steps required to further establish and interrogate 5 cases: Strategic; Economic Commercial, Financial (including indicative operational costs), Management.* Identify and develop next steps to inform future planning towards supporting internal business planning, development and submission of the Outline Business Case, and delivery of the proposed workstreams, which are subject to funding being secured.* Submit a compelling and robust SOC by the end of February 2022.Subject to securing of additional funding, the next phase of this project, may start concurrently with this one, so it is important from the outset that these aims are acknowledged by the bidder. The aims of the next phase are:* Inform CAT's internal decision-making processes;* Support CAT's business planning;* Research, provide the information and develop an Outline BusinessCase required to support CAT's application for funding through theMid Wales Growth Deal;* Build support for the Cynefin project amongst key stakeholders* Support the project fundraising and communication strategy;* Support the project delivery phases;* Support the planning application process.There are three workstreams in the next phase of Cynefin. These are currently being treated as three separate contracts, and suppliers are able to tender for more than one.Workstream 1 Professional Services: Project Management; Business CaseDevelopment; Market Assessment; Stakeholder Engagement, Quantity Surveying and Fundraising.Workstream 2 Visitor Experience Concept DevelopmentWorkstream 3 Architectural and Building Services Concept Development
