Flintshire County Council and Wrexham County Borough Council seeks to procure a provider to deliver advocacy services for adults within North East Wales. Both local authorities are seeking a provider who would be interested in delivering Independent Professional Advocacy to all eligible adults within Flintshire and Wrexham, regardless of their demographic. The delivery of Independent Professional Advocacy must be in accordance with the requirements in the Social Services and Well-being (Wales) Act 2014 and the associated Code of Practice. The contract would also require an element of non-statutory community advocacy which would be available to all individuals in the North East Wales area that have a barrier to participation in an issue, but they are not eligible for IPA services. This would be short term, issue based advocacy.

In addition to the above the council's would like to see providers take an active role in the development of more diverse forms of advocacy such as citizen and self-advocacy, to expand the variety of advocacy on offer for citizens in this area. We would welcome consortia bids that would allow specialisms across areas such as those with learning disabilities, autism, mental health, carers, and dementia. The anticipated contract start date would be 1st April 2023.
