Notice Description

HMP Cardiff is a Category B men's prison located close to the centre of Cardiff, operated by HMPPS. It has an operational capacity of 820 with between 70 and 100 new receptions a week.As a local remand prison, HMP Cardiff accepts males aged 18 plus who are remanded into custody from the local court catchment area of South East Wales. It also houses sentenced Category B and C prisoners. There are full time education, training and employment opportunities for men in HMP Cardiff; there is also a resettlement unit offering offending behaviour programmes and work- based courses as part of preparation for release.Cardiff and Vale UHB is responsible for delivering primary, mental and physical healthcare services at the prison, under a five-year partnership agreement between HMPPS, the Welsh Government, Local Health Boards and Public Health Wales.Men are received into HMP Cardiff Monday-Saturday and on all Bank Holidays except Christmas Day and Easter Sunday.Over the past 2 years, a Provider from England has provided a telephone advice, out of hours service only to the healthcare team in HMP Cardiff. The second year of this contract expires at the end of January 2023.Based on a review of service needs within HMP Cardiff, the Locality is now seeking a revised contract arrangement for OOhrs General Medical Services provided by GPs, that which better aligns with the day time GP service and can provide improved continuity of care for prisoners , through the provision of site visitations and where required, remote support with management of workload.The Locality is seeking a Provider to deliver the following service as a minimum to HMP CardiffGP delivered, telephone support between 1700hrs to 0800hrs on Weekdays (excluding bank holidays)GP delivered telephone support from 1700hrs on a Friday through to 0800hrs on a Monday (ie 24 hours) and 24 hours on a bank holidays.In addition, the opportunity to commission additional capacity to support with the management of clinical requests out of hours on an 'as requested basis is also an element of service for discussion with interested providers.The contract will be offered on the basis of a 2- year period, plus option for a further 12 month extensionNOTE: The authority is using eTenderwales to carry out this procurement process. These GPs undertake a range of work within the prisoner including clinical assessment and treatment of routine conditions, long term condition management, substance misuse treatment, clinical assessment of prisoners in Segregation and the Healthcare Unit. They play a key role in medication review, monitoring and prescribing based on the high-level needs within the patient cohort.As with all members of the healthcare team, the GPs work from the national HMP patient management system called SYSTMONE. All interventions required of GPS are 'tasked' through Systmone, which provides a mechanisms for communication across the healthcare team, recording of clinical interventions and onward patient management.In addition to GMS provision, the salaried GPs also work a session on a Saturday afternoon and on a Bank Holiday to manage new prisoner receptions.         "eligibilityCriteria": "The service must be provided by A General Medical Practitioner who is fully registered with the General Medical Council to practise Medicine in the UK, including General Medical Practice, and is also on the All Wales Medical Performers List established in accordance with the provisions of the List Regulations.The GPs must Comply with appropriate standards, processes and practices in the provision of the Out of Hours Service by:Being fully registered with the General Medical Council to practice medicine in the UK, including General Medical Practice.Informing the Head of Healthcare/Clinical Director for HMP immediately if there are any changes to GP registration or membership of the Medical Performers List including any conditions on registration.Be on the All Wales Performers List established in accordance with the provisions of the National Health Service (Performers Lists) (Wales) Regulations 2004 or such successor Regulations as may from time to time be appropriate.Taking out and maintain insurance to an appropriate level, and to at all times be a member of a recognised medical defence organisation to provide cover for any claims or medical negligence and to provide to the UHB on request, written evidence of such insurance and membership.Upon commencement of this agreement, the UHB will detail certain standards/training which the UHB expects all General Medical Practitioners within the service to have achieved / or be suitably updated on. If the skills of the General Medical Practitioner are deemed not to be up to date, the UHB would expect the General Medical Practitioner to update these skills following advice. Being responsible to the UHB, in relation to each Confirmed Session, for clinical advice, treatment and referrals provided to patients in the Confirmed Session, and to be subject to the NHS Concerns Procedure including response times promised by the NHS to concerns. Professional matters relevant to the procedures of the General Medical Council, may be referred to the Medical Council by the UHB.Working within the requirements of and in accordance with any relevant policies or protocols published by the UHB's and current NHS guidance including but not limited to in respect of clinical governance.Maintain a level of knowledge and competence that would be reasonably expected of any Doctor providing primary care service.",
