Swansea Council is intending to establish a Framework Agreement for modern domiciliary care providers with the necessary skills and expertise to deliver excellent outcomes This Prior Information Notice (PIN) to inform organisations of its intentions to commission domiciliary care services for adults with one or more of the following needs: - Mental health; - Learning disability; - Physical disability; - Neurodevelopmental conditions and - Acquired brain injury. Providers on the Framework will need to share the Council's view that: - people prefer to be less, rather than more, dependent; - services should have an emphasis on supporting people to achieve personal outcomes; - services should be delivered in a manner which is planned and pro-active, and ensure progression / recovery is not forgotten or displaced; - recognises that people must be central to how they receive services and they are more likely to progress when it is something that they have chosen to do and something that matters to them; and - an acceptance of risk associated with supporting people to progress their skills.

Swansea Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations Swansea Council reserves the right to package the requirements in such a way as to offer the most cost effective, sustainable solutions. The estimated date for publication of the contract notices is subject to change depending on the outcome of this PIN notice and market testing exercise.
