Solution for the operation of Powys County Council's Household Recycling Centres
Notice Description
Powys County Council is issuing this soft market test to engage with the marketplace to gather feedback on it's proposal for the operation Household Recycling Centres (HRC) within the county of Powys. Lot 1
Powys County Council covers a wide geographical area across central mid Wales. It covers the historic counties of Montgomeryshire and Radnorshire, most of Brecknockshire (Breconshire) and a small part of Denbighshire - an area of 5,179m2, making it the largest county in Wales by land area. As a Council we provide five Household Recycling Centres (HRCs) spread across the County for residents to deposit a range of materials for reuse, recycling and/or disposal. Four of the five sites are owned by the Council (Brecon, Llandrindod Wells, Lower Cwmtwrch and Newtown), the fifth site in Welshpool is privately owned. The five sites in Powys are currently operated by a private contractor, under contract to the Council. This procurement exercise will only include the operation of the four Council owned sites, Welshpool is excluded and will be subject to a separate contractual arrangement. Like all Welsh authorities Powys must meet strict recycling targets set by Welsh Government. There is a target for Wales to recycle 70% of its waste by 2025, those authorities who fail to reach that target will face heavy financial penalties. The HRCs are an important contribution to the Councils recycling performance and therefore reaching those targets. Like many authorities we continue to face the challenge of providing and operating these facilities under a strict budget while maximising their reuse and recycling performance. The Council is seeking to find an innovative solution for the operation of these sites, from January 2025 onwards, when the current contract is due to expire. Further to the previous Soft Market Test there are additional areas that we would welcome feedback on, from the market, to allow us to better package the opportunity. Prior to commencing a formal procurement exercise, we therefore wish to enter discussions (in the form of soft market testing) with potential providers. The document available in eTenderwales provides an indication of our ongoing requirements and includes details of our initial thoughts on how the procurement should be structured. Its purpose is to provide potential bidders with sufficient information for them to enter meaningful soft market testing discussions to enable the Council to decide on the most suitable route to proceed.
