Specialised Continuing Health Care Package

NHS WALES SHARED SERVICES PARTNERSHIP

This public procurement record has 1 release in its history.

Summary of the contracting process

The NHS WALES SHARED SERVICES PARTNERSHIP has awarded a contract for the "Specialised Continuing Health Care Package" to Independent Clinical Services trading as Thornbury Nursing Services. The procurement process was completed under a limited procurement method with the rationale of an award procedure without prior publication of a call for competition. The contract, valued at £490,000, was signed on 3rd November 2023. The procurement aimed to address the urgent need for highly specialised and complex health care services in Cardiff and Vale NHS Trust.

This contract presents a business growth opportunity for large-scale health care service providers with expertise in emergency specialised care and delivering reliable and continuous care packages. Companies offering 24/7 care services with a focus on addressing complex health requirements can find opportunities in providing ongoing care support to vulnerable patients. Given the specific expertise required and the critical nature of the services, businesses with a track record in delivering specialised health care in emergency situations are well-suited to compete and contribute to enhancing patient care outcomes in Cardiff and Vale University Health Board.

Notice Title

Specialised Continuing Health Care Package

Notice Description

Cardiff and Vale NHS Trust requires emergency specialised support agencies for a highly specialised and complex Continuing Health Care package.

Lot Information

Lot 1

Cardiff and Vale University Health Board require emergency support services for a complex and highly specialised Continuing Health Care Package. This contract is an emergency measure to ensure the Cardiff and Vale UHB Mental Health department have sufficient provision for abnormally complex care needs. The Department has no capacity to provide specialised care for this inpatient at this current time. Therefore, a registered nurse with specialist training in mental health or registered learning disability nurse is required to provide care on a one-to-one 24/7 assignment basis as well as additional Health Care support workers are required on a five-to-one 24/7 assignment basis.

Procurement Information

On admission, the patient showed significant risks of dysregulation with aggression and violent behaviours. As well as other challenging behaviours that pose a risk of harm to the patient and carers. Therefore, highly specialised Health Care professionals were required immediately. The requirement for a 24/7 care package has been offered to contracted agencies and no agencies were able to provide staff with the volume or continuity and reliability required. There is not a contracted agency able to provide a package only ad hoc service. In line with regulation 32(2)(b), competition is absent for technical reasons and no reasonable alternative or substitute exists due to the need to ensure continuity and reliable care for the patient's wellbeing. With patient risk in mind, the only option is to implement a reliable continuing health care package with Thornbury Nursing Services.
