Summary of the contracting process

Merthyr Tydfil County Borough Council is initiating a procurement process through a Dynamic Purchasing System (DPS) for the provision of Education and Social Care Transport services. The procurement pertains to the transportation of individuals using a variety of vehicles including buses, taxis, minibuses, and wheelchair accessible vehicles. This tender, titled "DPS For The Provision of Education & Social Care Transport 2", falls under the general public services category and will be implemented across the County of Merthyr Tydfil, UKL15 region. The DPS will operate over an initial period of five years with a potential extension of up to 24 additional months, depending on performance, and the final submissions are due by 6th August 2031. Procurement is currently in the tender stage with a selective procurement method using a restricted procedure, ensuring a rigorous selection of qualified suppliers.

The DPS presents significant opportunities for businesses, especially those with capabilities in providing small to large capacity vehicles including wheelchair accessible options. The structured approach into five lots allows diverse businesses, from small local taxi services to larger bus operators, to compete for specific segments relevant to their fleet capacities: 4-8 seat vehicles, 9-16 seat vehicles, 17-49 seat vehicles, 50+ seat vehicles, and wheelchair accessible vehicles. Businesses participating in this tender can anticipate growth through scheduled route contracts and potential for extended engagements. This tender is particularly suitable for suppliers with experience in public and social care transportation services, who can provide reliable and cost-effective solutions to meet the council's requirements.
