Cardiff Council is seeking to recommission its current arrangements for specialist service for female victims of violence against women, domestic abuse and sexual violence - called RISE Cardiff. In April 2018 Cardiff Council implemented a newly commissioned specialist service for female victims of violence against women, domestic abuse and sexual violence. This comprehensive service replaced the previous arrangements. This 24/7 service sought to deliver a range of preventative, supportive, and therapeutic services to victims and their children (aged 0 - 18) across the city, allowing a more innovative approach to service delivery, whilst also allowing for flexibility and service variation where a need was identified. The Council has recently undertaken a thorough review of the RISE Service including an independent review undertaken by Homeless Link. The Council now wishes to alleviate some of the pressures identified in delivering such a large contract by commissioning separate, specialist services. Lot Information

Front Door (Advice and Prevention Support)

Access to advice and support to prevent escalation of abuse and to prevent homelessness for men and women. This will be delivered from a Council-provided One Stop Shop facility and in the community. The approximate value of the contract is 530k per annum.

Safe Accommodation for Victims of VAWDASV

Provision of up to approx. 62 units of safe accommodation and support, for women, men and any children and young people accompanying them who are experiencing Violence Against Women Domestic Abuse and Sexual Violence (VAWDASV) who need this provision. The approximate value of the contract is 700k per annum.

CYP Specialist Support

A range of age-appropriate therapeutic interventions for children and young people (CYP) in both safe accommodation and community settings to help them come to terms with the abuse they have experienced or witnessed, and to reaffirm their relationships with the non-abusive parent/carer and potentially the abusive parent/carer. Support can be provided to boys and girls aged 4 to 16, some of whom may be from a black and minority ethnic background. The approximate value of the contract is 170k per annum.

Early Years Support (VAWDASV)

Support for pregnant women and those responsible for children up to age 4yrs old, experiencing Violence Against Women Domestic Abuse and Sexual Violence (VAWDASV). The approximate value of the contract is 110k per annum.
