Summary of the contracting process

The public procurement process conducted by NHS Wales Shared Services Partnership-Procurement Services has concluded with the awarding of a contract for the outsourcing of ophthalmology services, specifically cataract procedures. This initiative, titled "P0309 – HDD-MIN-59020 Outsourcing of Ophthalmology Services," aims to meet Welsh Government targets for referral to treatment times and reduce waiting lists. The procurement falls under the services category, with a primary focus on ophthalmologist services. The sourcing was done through a mini competition leveraging the NHS Wales Framework Agreement for Outsourcing/Insourcing of Clinical, Surgical & Diagnostic Services. Awarded on 27th June 2025, the contract valued at £2,447,530, was signed with Spamedica Ltd on 5th June 2025. The procurement process was competitive, with five bids submitted, and the location of service delivery is centred around Carmarthen.

The tender provides substantial opportunities for business growth in the healthcare services sector. It is ideally suited for businesses specializing in ophthalmology, particularly those capable of offering comprehensive care packages from pre-assessment to follow-up. The demand for localised service delivery suggests that businesses with operational capabilities in or near the Carmarthenshire area could benefit from logistical advantages. Additionally, the use of a framework agreement indicates potential future opportunities for businesses that qualify under the NHS framework, thus incentivising organisations to seek inclusion in such procurement frameworks. This contract highlights the growing trend towards outsourcing medical services to reduce patient wait times and improve access to healthcare, signalling potential market expansion for relevant service providers.
