To help us to understand why use of the qualification offer in schools changes through the period of implementation. We want to understand the impacts of the qualification offer design but also other factors, as well as how the change varies qualitatively across school contexts. We are interested in how beliefs about qualifications might be changing and how this might link to how the qualifications are used.2. To help us understand whether and how the intended benefits of the reform are being realised and what might be impacting on that.
