Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has concluded a contract under the health industry category. The contract, titled "MEDICAL ASSESSMENTS (DEPRIVATION OF LIBERTY SAFEGUARDS)," involves commissioning assessors for mental health and eligibility assessments under the Deprivation of Liberty Safeguards (DoLS) across Hywel Dda University Health Board's various inpatient locations. The process followed an open procurement method and was awarded to Liquid Personnel on 11th September 2025. The procurement, which began the tender stage on 23rd July 2025, involved an open procedure with a focus on technical quality and pricing as criteria for selection. The main location for service delivery is within the UK, specifically the region of Wales, identified as UKL14.

This tender offers significant business growth opportunities primarily for large-scale service providers experienced in the health sector, particularly those capable of delivering specialist medical assessments. Organisations with expertise in conducting mental health and eligibility assessments under Welsh regulations are well-suited to compete in such tenders. The emphasis on high-quality, culturally and legally compliant assessments underlines the need for businesses with robust quality assurance measures and comprehensive industry knowledge. There is also a notable opportunity for consortia, as the collaborative approach can benefit from combined specialisations and resource sharing, aligning with the buyer's interest in consortium bids.
