Summary of the contracting process

The Welsh Government (Llywodraeth Cymru) has recently completed the procurement process for a systematic review of carbon pricing policy, socio-economic impacts, and public perceptions. This contract was awarded under a limited procurement method, specifically through a mini competition within the Crown Commercial Services Dynamic Purchasing System. The review will analyse carbon pricing policies across sectors like heating buildings, transport, and agriculture, assessing mitigation policies for vulnerable groups. The contract, worth £35,875, was signed on 17th September 2025 and the main procurement category is services. The location for this project is within the region of Wales (UKL), indicating a focus on the Welsh context.

This tender presents significant opportunities for businesses specialising in policy analysis, environmental research, and socio-economic studies. Small and medium enterprises (SMEs), particularly those with expertise in carbon pricing and its socio-economic impacts, would be well-positioned to compete for such contracts. The procurement process favouring SMEs indicates a welcoming environment for smaller entities to participate and grow within the UK public sector. The potential for businesses to contribute to policy development and gain significant exposure within the governmental framework makes this an attractive prospect for entities aiming to establish or expand their foothold in governmental research and consultancy services.

Carbon pricing policies (including but not limited to emissions trading) implemented or considered in other parts of the world (at national, subnational or supranational level) and related to the following sectors: heating buildings, transport and agriculture. Based on this, the contractor should produce a set of high-level recommendations on: The feasibility of applying carbon pricing to the aforementioned sectors (heating buildings, transport and agriculture). How the expansion of the ETS can be carried out in line with the principles of a just transition and the policies that can be applied to mitigate disproportionate harm on economically or socially vulnerable groups. The contractor should be able to produce a clear and high-quality report and do a presentation of the findings to the client.
