Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is managing a procurement process for "Community Palliative Care Services" aimed at the healthcare sector. This contract, located in the Swansea Bay University region, was in its award stage as of 10th February 2026, with the publication of an intention to award notice under the Provider Selection Regime Wales (PSR Wales), following regulations set in 2025. The procurement method was limited, bypassing the need for a competitive call for service providers due to the specific nature of the service. Stakeholders must submit any representations by 19th February 2026. The contract is valued at £1 GBP and aims to deliver critical palliative care services, primarily to cancer patients, but also to some non-cancer patients in Swansea and Neath Port Talbot.

This tender represents a significant opportunity for businesses specialising in healthcare services, particularly those with experience in palliative care and end-of-life support. Although Marie Curie, a large-scale healthcare service provider, is currently positioned as the sole provider given their historical delivery of this specialised service, any potential competitors might focus on demonstrating innovations in patient care and holistic support services. Small and medium enterprises (SMEs) with the ability to provide quality care and detailed local knowledge might find opportunities in future contract iterations or related collaborative initiatives. This process emphasises the importance of establishing a strong service presence and understanding of patient and community needs.
