Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has announced its intention to award a contract for Hospice at Home Services in Pembrokeshire. The contract aims to provide palliative and end-of-life care, allowing patients with advanced illness to be cared for at home. This service operates both day and night and includes personal care and family support. Classified under the health industry, the procurement follows a limited method, bypassing standard competitive procedures as per the Health Services (Provider Selection Regime) (Wales) Regulations 2025. Although classified as complete, there is a standstill period for representations until 27th March 2026. The anticipated term for the existing provider, Paul Sartori Foundation, is two years starting 1st April 2026, with a contract value of £472,492.10.

This procurement presents significant opportunities for businesses involved in healthcare services, particularly those specialising in palliative and end-of-life care. The procurement is a direct award to the current provider through the Provider Selection Regime, reflecting the specialty's demand for organisations with demonstrable experience and registration with Care Inspectorate Wales. Smaller businesses or SMEs, especially those operating within the Pembrokeshire region, may find this contract a pathway for collaboration and growth within NHS Wales' service framework. As hospice at home is a critical component of patient care, robust partnerships with local health teams can foster shared growth and innovation in patient support services.
