The Objective and Non -Discriminatory Criteria are set out in full in the ESPD Instructions which can be accessed through the website referenced in section I.3. The ESPD selection process will be carried out in 3 stages. 1. Stage Two: Selection Criteria - Minimum Requirements (Pass/Fail) against the requisite economic and financial standing selection criteria and the technical and professional ability selection criteria set out in Part 3 of the ESPD Instructions document (evaluated against Responses to Part 4 of the ESPD). A brief summary of criteria is given in Section III.1.1 - III.1.3 (\"List and brief description of selection criteria\") of this Notice; and 3. Stage Three: Bidders who pass Stage One and Two will have their responses to Section 5 of the ESPD scored in accordance with the Down Selection Criteria. The Down Selection Criteria are set out in Part 3 of the ESPD Instructions document. Objective and Non-Discriminatory criteria are included within the separate document entitled ESPD Instructions. The ESPD asks Bidders general questions; when answering, Bidders must have regard for the statements in the ESPD Instructions document that details specific requirements. (4.B.1.2) ESPD Statement: Bidders will be required to have an average yearly turnover of a minimum of 150m GBP for the last 3 years. The average turnover stated shall be based upon the figures reported in the last 3 year's audited financial statements. The average shall be a weighted average with the most recent year's turnover counting for 60 percent, the next most recent year counting for 30 percent, and the third most recent counting for 10 percent. (see ESPD Instruction document for worked example). Where, for any valid reason, the bidder does not have 3 year's audited financial statements available, the Partner Councils may accept other forms of documentation which it considers acceptable as proof. (4.B.4) ESPD Statement: Net Assets Ratio must be at least 150 Million GBP. Basis of calculation: Net assets shall be calculated as at the date of the most recently published audited financial statements and should be based upon the financial position reflected therein. Operation and Maintenance The Bidder must provide details of two (2) plants which demonstrate experience in the operation and maintenance of EfW projects in the EU and/or the USA and that: 1. use proven moving grate technology; 2. processes MSW or MSW derived fuels such as refuse derived fuels or solid recovered fuels; and 3. are designated \"Broadly Compliant\" in the most recent facility assessment report issued by SEPA , an EU member state equivalent assessment report, or equivalent national body assessment report, or if it was not \"Broadly Compliant\" what remedial action approved by the regulator was taken to address the issue(s) raised. NOTE; The two (2) examples provided by the Bidder must, as a minimum, include one (1) plant, which has been operating for three (3) years or more. Both plants should currently be fully operational (4C.2) ESPD Statement: The Bidder must provide details of the member of senior management with responsibility for health and safety including: full name; position; and qualifications. (4C.2) ESPD Statement: The Bidder has demonstrated that it has adequate measures for ensuring quality by confirming that: no improvement notices or prohibition notices or prosecutions have been served on the Bidder by the Health and Safety Executive or any other enforcement authority (or the equivalent in any other jurisdiction); Or, where notices have been served, the Bidder has demonstrated that notice concerns have been or are being addressed.
