Notice Description

The SPS has an ongoing requirement for the manufacture, delivery and maintenance of locks (and ancillaries) for use in the incumbent locking systems in its Establishments. This will incorporate the procurement of electric locks, class 1 class, 2 pass and unclassified locks, training and maintenance as well as the supply of lock spare parts and equipment for the maintenance of existing fitted locks together with the supply of replacement keys. This is to enable the replacement and maintenance of the incumbent locks utilised across the SPS estate.

The SPS has an ongoing requirement for the manufacture, delivery and maintenance of locks (and ancillaries) for use in the incumbent locking systems in its Establishments. This will incorporate the procurement of electric locks, class 1 class, 2 pass and unclassified locks, training and maintenance as well as the supply of lock spare parts and equipment for the maintenance of existing fitted locks together with the supply of replacement keys. This is to enable the replacement and maintenance of the incumbent locks utilised across the SPS estate.. This only applies to incumbent locks within the SPS estates.

Procurement Information

The existing SPS prison estate is manually and electronically locked with Chubb locks, the maintenance and replacement services contract for these existing locks is currently with Chubb Locks Custodial Services Ltd ('CLCS'). Since 2013, there has been a significant change in the marketplace for custodial locking. For some time, independent supplier Pickersgill-Kaye, who were the main rival to Chubb Locks Custodial Services, had begun to make inroads into the market. However, in October 2015 ASSA ABLOY Group announced it had completed the purchase of Pickersgill-Kaye as well as several smaller franchises using the Chubb Locking brand. This now leaves the market in a monopoly position with ASSA ABLOY Group as the sole supplier for Chubb locks for the UK. As evidence of this lack of competition, SPS has had a Future Contract Notice out on PCS since 24/03/2016 (http://www.publiccontractsscotland.gov.uk/authority/Notice_unPubView.aspx?ID=438511) which hasn't yielded any viable notes of interest from the market. SPS intends to award this contract to ASSA Abloy Ltd (trading as Chubb Locks Custodial Services) until 2026 due to lack of any available competition in the market. It should be highlighted that the requirement of this contract is purely to maintain and replace incumbent locks. Should the SPS have a requirement for locks as part of any further estate development programme, it shall be dealt with as part of that Works project.
