Notice Description

Installation of specialist boiler optimisation control equipment to prevent boiler dry cycling in a number of Dumfries and Galloway Council's commercial properties. The solution should: - reduce gas consumption and CO2 emissions by between 10% and 25%. - Integrate and complement existing controls including Building Management Systems (BMS), variable temperature control, weather compensation, sequencing and on-demand control. - be retrofitted to existing boilers or installed with new boilers. - be compatible with natural gas, oil and LPG fired boilers (Dumfries and Galloway Council has a mix of all of these) and with heating systems with constant and variable temperature requirements. - Can deliver financial payback within an average of 6.1 years (our business case anticipated a payback of 10 years). The average product lifespan is considered to be 10 years. This is in line with the Council's business case.

Following market research conducted by the Council's Sustainable Development and Procurement teams into this technology, the result suggested that the installation of the M2G product could be considered further on a trial basis as a proof of concept exercise to determine whether the technology can deliver: - Energy savings of between 10% and 25%. - Payback within a 10 year period. - A favourable return on investment. The trial was conducted at three sites at schools in Dumfries. Findings from the trial found that: - an average energy saving of 12% could be achieved across all Council sites. - The average payback would be 6.1 years. The product is expected to have an average life of 10 years. - A return on investment of 142% The market research conducted found that only one supplier can produce this product and hold the patent for this technology. Therefore, it is felt that the publication of a VEAT notice is the most appropriate method to procure this product for Dumfries and Galloway Council.

Procurement Information

After extensive market research the Council team have identified that Sabien M2G is the only product on the market to deliver the requirements as detailed in section 1.4 of this notice.
