Scottish Water is looking for the provision of skilled resources to work within the Strategic Customer Service Planning Directorate providing a specialist service in the area of Economic and Regulation Consulting Services. The provision will be utilised to support the programme of work that is to be undertaken by Scottish Water for the Strategic Review of Charges for 2021 and into the early years of the regulatory period 2021-2027. It is essential that the service provider has: - An appreciation and understanding of the regulatory context in Scotland and the differences and similarities with the water sector in England & Wales. - An understanding and can work with the principles of ethical business regulation. - Previous experience of economic and regulatory consultancy work in the UK Water sector, UK utilities and the UK public sector in the last 3 years. - Previous experience of engaging directly with Boards and Executive teams within UK utilities in the last 3 years - Strong links and associations with economic research and academic institutions. The service provider will be required to support Scottish Water through the Strategic Review of Charges and beyond in a number of areas. The service provider will support: - the Director of Strategic Customer Service Planning responsible for the development and reporting of Scottish Water's forthcoming business plan and subsequent delivery plans. - the Head of Strategy & Economic Regulation responsible for managing the Strategic Review programme in assisting Scottish Water by developing and reviewing material to inform the forthcoming business plan and subsequent delivery plans. The service provider will also work with Scottish Water and any other relevant parties to enable it to engage and inform the stakeholders such as the WICS Commission, WICS team and the Customer Forum. As such they will act to provide additional expertise and resource to Scottish Water to undertake the work for the Review and beyond. The areas of interest are likely to include, but are not necessarily be limited to, those discussed in the WICS notes to the Customer Forum during the last review - which can be found at http://www.watercommission.co.uk/view_CustomerForum.aspx. We note that the subjects of service maintenance and resilience are of particular interest in the development of the Strategic Review of Charges for 2021 and beyond. The estimated total value of the contract excluding VAT is between GBP400,000- GBP700,000, the duration will be for six (6) years, with an initial period of three (3) years fixed and the potential of a one three (3) year extension at the sole discretion of Scottish Water. Scottish Water reserves the right to appoint to multiple providers or a single provider based on the best practical and economic solution. It is envisaged that Scottish Water will take 4-6 companies to ITN (Invitation to Negotiate) stage. With the view to the contract start being spring 2017.
