Notice Description

The Scottish Government's Justice Analytical Services Division (JAS), wishes to commission an evaluation of the Moving Forward: Making Changes sex offender programme that is delivered in the community and across the Scottish prison estate. The evaluation report will inform the application by MF:MC for reaccreditation from the Scottish Advisory Panel on Offender Rehabilitation (SAPOR) in 2018, and hence longer term decisions regarding future funding, in addition to informing practice and the future development of the programme.This evaluation will focus on MF:MC delivered in prison, in the community and on the transition from custody to community.The overarching aim is to conduct a process and outcome evaluation that is able to;* Inform considerations on the reaccreditation of the programme in 2018* Provide useful evidence for policy and practitioners on how well the programme is being delivered, highlighting good practice and areas for improvement.* Identify emerging outcomes for users within the limitations of the evaluation designand data available.Although the evaluation should explain any variation in how the programme is run (either in the community or in custody), the evaluation should NOT attempt to compare outcomes achieved by different sites as levels of risk will be different.The approach to answering the research questions will be agreed between SG and the contractor following an inception period, when more informed decisions can be made regarding the ability of the available monitoring data to answer the research questions.This will be a mixed methods evaluation, comprising both analysis of routinely collected monitoring data, and primary collection of mainly qualitative data.Contractors will be expected to analyse the previous research completed on MF:MC, including the process evaluation recently completed by the RMA, to shape their research methods.
