Notice Description
The Council is seeking to work with a Contractor to award a service concession contract to deliver Outdoor Digital Advertising across a number of sites within Renfrewshire Council boundaries. To assist the Council with this requirement the Council is seeking knowledge and expertise from the marketplace, to inform our route to market. The Council have attached to this notice questions that we would like to discuss at 1:1 meetings with interested parties. This opportunity for Outdoor Digital Advertising relates to Council selected sites that could be developed with digital advertising infrastructure that would generate income for the Council.

The Council has identified a number of potential core sites that may present an opportunity for digital advertising infrastructure that will allow the Council to generate income from these sites. The Council previously tendered this opportunity as part of a larger Outdoor Advertising Project, including bus shelters, however this tender was not awarded. The Council have made the decision to tender these requirements individually. The Council have identified a number of potential sites that we believe are suitable for digital advertising infrastructure. The sites are listed below: 1. Roundabout joining Hillington Park Road and Kingsinch Road, Renfrew 2. Cockels Loan, Renfrew PA4 0ER 3. Sandyford Road, Paisley PA3 4HP 4. St James Playing Fields (M8 Side), Paisley PA3 2TQ The Council also has a number of billboard hoarding sites with potential leases in place for advertising, with the possibility of upgrade suitable for digital advertising. The sites are listed below: - Lacy Street, Paisley PA1 1QH - Site Size (SQM) 27 - 105 Main Road, Elderslie PA5 9AT .- Site Size (SQM)140 - 13 Underwood Road, Paisley PA3 1TD - Site Size(SQM) 625 - Orchard Street/Bridge Street, Paisley PA1 1UY - Site Size(SQM) 92 The Council would like to engage with the market prior to any tender release to consider their interest in these opportunities, and to determine the dynamics of the marketplace to assist our development of this potential opportunity. The Council will reserve a week to allow the market engagement to take place. Meeting appointments will be offered on a first come, first served basis. It is anticipated that meetings will take place w/c 5 June 2017. Appointments can be booked by contacting Karen Thomson via email, Karen.thomson-fi@renfrewshire.gov.uk The Council has attached to this notice a number of questions that the marketplace should consider if coming along for a meeting. The meeting will address the markets response to these questions, along with informed discussions from market leaders that will allow the Council to understand current market conditions. The Council invites parties that have a proven track record in large format outdoor digital advertising. The Council will decide when enough meetings have been held to allow the Council to determine if this opportunity will be developed further. The Council reserve the right not to proceed with any opportunity following this engagement with the marketplace. The Council has the final decision.
