Fife Council is building a care home development in Lumphinnans, Fife which includes a block of extra care housing comprising 30 residential units which will be fitted with a community scale heating system. The 30 units shall all be supplied with heating and hot water through a centralised communal energy plant. The communal energy plant will generate the energy through a series of gas fired boilers which is then distributed throughout the scheme and into each property.

Fife Council is building a care home development in Lumphinnans, Fife which includes a block of extra care housing comprising 30 residential units which will be fitted with a community scale heating system. The 30 units shall all be supplied with heating and hot water through a centralised communal energy plant. The communal energy plant will generate the energy through a series of gas fired boilers which is then distributed throughout the scheme and into each property. Meters This is a brand new development with no existing meters, therefore the flats require supply and installation of Class 2 and RHI Compliant open protocol meters for heat and hot water which are capable of smart connection, including meter reading and billing services. Reading & Billing Due to the new 'Heat Network (Metering and Billing) Regulations 2014' there is a requirement to individually meter and bill each flat. Fife Council is undertaking this tender to ensure compliance. The additional aim is to remove energy costs from tenancy debt through removing recharging of communal heat & hot water provision from service charges attached to the individual rent accounts. Unmetered communal heat & hot water systems are inherently unfair due to the fact that recharging per property via a flat rate charge take no account of low or high usage per tenant, and flat rate charging does not promote personal responsibility for energy consumption. Fife Council requires a 'pay-as-you-go' pre-payment service which allows tasks such as data collection, change in tariffs, software updates, tenancy changes and disconnections to be carried out remotely. The scheme must have the facility for a motorised pre-pay shut off valve; the heat meter and pre-pay shut off valve will be connected to the pre-pay unit. The flats are due to be occupied by the end of September 2017. It is anticipated that the invitation to tender shall be issued by the beginning of July 2017, and that the agreement shall be in place for 3 years from the commencement date.. Fife Council reserve the right to contact suppliers directly to discuss this further. This will not preclude suppliers from responding to any future tender.
