Notice Description
Scottish Enterprise is seeking to procure a contract for services to respond to the industry request for support and carry out due diligence work for SE to inform the case for Scottish Maritime opportunity development and prioritisation in these highly competitive, financially constrained times. It is anticipated that the contract will commence in August 2017 for a one year period, after this time, SE will have the option to extend for a further year, however this will be dependent on project outputs being on target for year 1, and budget approval. The budget for year 1 is estimated to be between GBP35,000 and GBP49,000. SE is unable to accept any submissions which exceed this budget.

The strategic rationale for developing this opportunity is provided by the 5-year growth objectives set by the Aerospace, Defence, Marine, and security (ADMS) Industry Leadership group (ILG) in its industrial strategy published in March 2016 and its close alignment with the Scottish Government's "Manufacturing Future for Scotland" strategy. Implementation of the strategy by the ILG has led to a sub-group being established to focus on each of the ADMS sub-sectors, including Marine. The Marine sub-group has recommended that the scope be widened to the Maritime Sector and a cluster has since been formed by engaging with a number of the leading companies and stakeholders in the Scottish maritime industry. The successful supplier will be required to: - analyse and document today's maritime industry in Scotland, detailing market failures and presenting barriers to delivering inclusive growth from the industry; - identify and document up to 5 market qualified leads/projects, evidencing additional industry-led investments (new GBP and/or FDI) in maritime innovation (BERD) for international success (export sales); - signpost projects to various sources of co-financing, which may or may not include SE; - contribute to the Aerospace, Defence, Marine and Security (ADMS) strategy growth objectives by co-ordinating with: the Marine sub-group of the ADMS Industry Leadership Group (ILG); Scottish Maritime cluster member companies; and Maritime trade associations and the like regionally, nationally and internationally; - and make evidence based recommendations to SE.. Within the 60% Quality criterion the weightings were as follows: Methodology and proposed approach - 25% Roles and Responsibilities - 35% Delivery/Timescales - 10% Innovation - 30%
Renewal: The contract will be for a 12 month period, with Scottish Enterprise having the option to extend for a further 12 month period, however, this is at Scottish Enterprise's discretion and will be dependent on project outputs being on target for Year 1 and approved budget.
