Notice Description

The Services are required to address the requirement of the Council, and the Local Flood Risk Management Plan, to reduce the flood risk to Musselburgh. The Employer wishes to appoint a Design Consultant to provide full consultancy services for the development of a flood protection scheme for Musselburgh. It is envisaged that this will include the following main services: 1. The development and design of a Flood Protection Scheme; 2. The obtaining of the legal permissions to deliver the Scheme; and 3. The supervision of the construction of the Scheme.

Lot 1

The Services are required to address the requirement of the Council, and the Local Flood Risk Management Plan, to reduce the flood risk to Musselburgh. The Employer wishes to appoint a Design Consultant to provide full consultancy services for the development of a flood protection scheme for Musselburgh. It is envisaged that this will include the following main services: 1. The development and design of a Flood Protection Scheme; 2. The obtaining of the legal permissions to deliver the Scheme; and 3. The supervision of the construction of the Scheme. It is proposed that the Scheme will be progressed through nine discrete stages under a PRINCE2 Project Management System. These stages are detailed in full within the approved PRINCE2 Project management Reports which are provided within Appendix A (Project Management System) of the Works Information. It is highlighted that notwithstanding that these nine stages comprise the Contract that progress through the stages will depend on: (i) available funding; and (ii) necessary approvals being obtained from the Project Board for the commencement of each individual stage after a stage-gate review. The Council therefore reserves the right to terminate the appointment of the Consultant at any stage without penalty.. Economic Operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
