Notice Description

The Scottish Ministers through the Collaborative and Scottish Government Procurement Division are seeking to establish a single operator framework for the provision of bill-processing and associated services regarding the supply of electricity encompassing Half-Hourly, Non Half-Hourly, Pseudo Half-Hourly and Unmetered Supplies. The duration of the framework agreement will be for three years with options to extend for three further twelve month periods. The framework agreement is the third iteration of a collaborative procurement solution for public bodies in Scotland. It concerns the provision of bill-processing and associated services regarding the supply of electricity encompassing Half-Hourly, Non Half-Hourly, Pseudo Half-Hourly and Unmetered Supplies. The framework is designed to support investment in renewables through Power Purchase Agreements, small-scale generation on the public estate, and a guarantee that public bodies will be able to access renewable energy in the form of Renewable Energy Guarantees of Origin (REGOs). In addition, the Contractor has committed to a range of Community Benefits which include apprenticeship training programmes, engagement with SMEs and supported education and training schemes. The estimated value of the framework over the six year period includes wholesale electricity costs, UK government levies, and transmission & distribution charges, all of which will be 'passed through' to electricity generators, UK government bodies, and companies running GB electricity networks. Scottish Procurement will operate a flexible purchasing strategy for public sector and third sector bodies under the Framework Agreement, predominantly sourced via the traded electricity markets employing buys and sells on a forward and prompt basis via the Contractor's trading desk. The Contractor is required to incorporate power volumes sourced independently, with a view to incorporating, within the supply portfolio, sources of generation consistent with the objectives of the Scottish Government (for example related to furthering duties under the Climate Change (Scotland) Act 2009), and Scottish Government's Scottish Energy Strategy.
