Perth & Kinross Council are seeking to invite passenger vehicle Operators to participate in a Dynamic Purchasing System (DPS) which will be used to procure transport related 'service contracts' operated by Public Service Vehicles (PSV) including but not limited to subsidised local bus services, home to school transport, sports conveyance transport and Community Care transport. Applications to join the DPS will be processed throughout the lifetime of the DPS via PCS-Tender as and when applications received from Operators. The Project code is 8218.

As per the short description, Perth & Kinross Council are seeking to invite passenger vehicle Operators to participate in a Dynamic Purchasing System (DPS) which will be used to procure transport related 'service contracts' operated by Public Service Vehicles (PSV). Operators may join the DPS at any point during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply. Under the DPS, contracts awarded will be subject to a tendering process (i.e. mini-competition) with all Operators who have been admitted to the DPS being invited to tender. Contract awards may arise from the combination of more than one competition and the Council will seek to match offers which give the most economically advantageous result for the Council. This notice relates to OJEU Notice 237170-2017 (2017/S 118-237170)dated 22/06/2017. Applications to join the DPS will be processed throughout the lifetime of the DPS via PCS-Tender as and when applications received from Operators. The Project code is 8218.. Contracts awarded will be for periods of 3-5 years but the Council reserves the right to vary this. The Council will have the option, if intimated in the tender documents, to extend contracts beyond their original term. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: Variants and options which meet the minimum requirement(s) in a contract specification may be considered if submitted in addition to a compliant bid.

Renewal: After the end date of the DPS, no further contracts can be awarded. However, contracts awarded before the end date of the DPS may carry on beyond the end date of the DPS for a period of up to 24 months.
