Notice Description
West Dunbartonshire Council seeks to appoint a Consultant to provide Development Management advice relating to their intended investment in both projects. The Consultant will provide project management services to ensure that the Council's investment in Queens Quay and the District Heating Project are utilised in the manner reflected in the Development Agreement and the conditions for funding imposed by the Scottish Government, as well as both projects are effectively risk managed, monitored and reviewed to ensure that the intended outcomes of the business plans are achieved.

West Dunbartonshire Council seeks to appoint a Consultant to provide Development Management advice relating to their intended investment in both projects. The Consultant will provide project management services to ensure that the Council's investment in Queens Quay and the District Heating Project are utilised in the manner reflected in the Development Agreement and the conditions for funding imposed by the Scottish Government, as well as both projects are effectively risk managed, monitored and reviewed to ensure that the intended outcomes of the business plans are achieved. The Consultant will be required to lead the procurement of an Energy Operator and a Network operator for the District Heating network and the negotiation of the commercial terms including full responsibility for the design, delivery, operation and maintenance of the network. The Consultant will be required to take responsibility for the day to day project management duties for the overall delivery of both projects. This will require leadership of technical and construction delivery partners and commercial awareness in the development and implementation of the operating business modules, including the updating and sensitivity analysis of these models. The Consultant will take ownership and project management responsibilities for the projects, along with the commitment to develop and implement the proposed ownership and operating model for the proposed Heat Network through the establishment of an Energy Supply Company (ESCO) to be owned by the Council. The Consultant will be required to work with specialist advisers to develop a full business plan for the client ESCO. The Consultant will require to lead both the delivery of the physical infrastructure with the delivery partners and to negotiate heat supply agreements with identified stakeholders and customer groups.
